I reckon moving Mount Rushmore is okay, but only because the White Cliffs of Dover are in the middle of Mega-City One (as seen in Unamerican Graffiti).

Come to think of it - in the time of Booth, the US is fairly similar to today's US - at least, according to what we see in Origins and Fog on the Eerie.

But, by the time Dredd's an adult, the Judge force has gone galactic, and a multitude of alien races are present on Earth.  

When was first contact?  How did intergalactic travel come about?

First contact was in 2001 when the Pan-Astra shuttle returned from the first Mars tour, abeit that the alien was dead. This depends on 'The Exterminator' (progs 919-927) being treated as canon. Although it is a Wagner Dredd, I'm sure I read somewhere that this was a rehash of a story meant for publication elsewhere and altered to include Dredd.

Not sure how intergalactic travel came about but it must have happened by 2055 when Lesser Lingo is colonised (The Judge Child).
