For spam as blatant as that I wouldn't even worry about the foes list. I have already banned the offender and deleted his post.

It's probably a bot, rather than an actual person. Most of the PHPBB boards I'm on and moderate are inundated with this kind of crap. Luckily, plug-ins deal with most of them prior to posting, but a few always leak through.
