It's an Aqua brush pen - you can fill it with pretty much anything (it comes empty) I've filled it with pure indian ink, so it'll be messed up pretty soon. But, in the short time it's alive it'll save been a lot of time dipping into the bottle.

I've also seen online someone filling various pens with coloured inks - which is a great idea, much cheaper than buying coptic markers but with the same effect.
