Then at the end of the story he makes a sick making speech about how the Judges are privileged because they get the job of protecting Citizens...

Sabbat is a pretty poor villain - If say they'd made him a Lyran Sorceror akin to Malak Brood, that would have upped the stakes a bit - Constant light Relief from your main villain didn't really work to up the tension.

Necropolis is waaay better on just about every point it's not funny.
