In a nutshell: the lack of dynamism, and ironically, control and belief in a communist run bureaucracy. Too slow to get anything done and a lack of consensus support. The ISS:
It's just 300km away - in an emergency you can get home by just hopping in an old Soyuz module and more-or-less dropping.
Getting there requires 10% of the fuel required to reach the moon.
It's protected from cosmic rays and effects of solar flares by Earth's magnetosphere.
It's a clean zero-G environment.

A base on the Moon:
Almost 400,000km away.
Journey requires 10 times the fuel required for the same mass to reach low earth orbit.
Bombarded by high-energy cosmic rays and exposed to the risks of radiation from coronal mass ejections.
Dusty and gritty.

They just aren't remotely the same thing.  Incidentally, the figures also explain why successfully going to the surface of the moon, and returning, 6 times (and reaching lunar orbit on 4 other occasions) was such a huge achievement, and why it's so bloody annoying to so many of us that so many morons deny it ever happened.

The ISS is estimated to cost over €100 billion over its 30 year lifespan.  You can assume that an equivalent moonbase would cost at least 10 times that, given the mass-to-orbit fuel requirements, difficulty of resupply, increased wear-and-tear and need for shielding.   So roughly €1 trillion (I'd say that's a monumental underestimate too).  Have fun selling that one to Congress, when there are so many popular wars to fund.

Just think, on a lesser forum, this thread would have been locked after the second post. Instead we get a great discussion about the moon!

Personally I think the moon landing was faked. I mean, how can you land a huge spaceship on something the size of a marble? Next time DO SOME RESEARCH NASA!

Helium-3 is the only viable reason for going to the moon, this will in my opinion create a new moon race when energy supplies dwindle on Earth.
Already China is looking seriously at mining projects for the moon and I'm sure I read that India would enter the space race for this reason as well.

Well the moon on March 19th will be closer to Earth than it's been since 1992. The full moon that night will appear about 14 percent larger and significantly brighter than usual, so it should be at least the size of a tennis ball.

Moon madness aside I will never read the script for the film. It just wouldn't be the same to know what's going to happen.

I remember being amazed by of all films 'Easy Rider' not my usual Sci Fi shoot 'em up and I'd have hated to have read the script or anything about it before hand. That ending with that amazing flying bike shot, the baby boomers sixties coming crashing to an end it just wouldn't have held the same magic for me.

So moon based Space Nazis led by Elvis are attacking on that night? With zombies? Have I got that wrong somehow? Or is the moon going to crash like a flaming meteoric world destroyer into planet Earth?

I just ask, as if so, a certain person needs to get a move on, with that ebay spaceship of his, in order to rescue wealthy and essential boarders who shall remain nameless.
