The point is if she leaves the Judges she may become the spearhead of a reactionary group which really would be something the judges would have little control over.

As the America storyline suggests, better the devil you know. At least with her as a judge she is a part of the system and may be a good mediator/negotiator between the judges and other opposition groups.

She may be a born leader.

I thought Cadet part 1 was excellent, it's a good counter story to Origins & develops the character of Cadet Beeny brilliantly. I like the way Wagner is handling the characters & story. It doesn't need to be epic to be brilliant -thankfully it's not just a rehash of America parts 1 & 2.

I presume America Beeny will more & more become an important character as the years go on. It seems it's her intelligence and aptitude that keeps her in the academy. The judges can't afford to lose her and they know it.

I believe Dredd is slightly older because he was born before the war in 2066, the elders were born just after 2070.
