It's the mood of it Cosh and the scale of it that puts me in mind of a futuristic dystopia. It kind of describes a "Judge Dredd style" of policing/police state... i.e. nightmare state. There is also a reference to Willy Horton which Clint Eastwood turned into the famous "make my day punk" scene in Dirty Harry. All a bit similar in style to Dredd. But no, I don't think of it as a theme tune to a film, no sir!

Funny you should mention them, D.O.A are over for a punk festival later this year and are actually playing at my "local" pub in Aberdeen!  :o Woohoo!

Willy Horton was mentioned in 'Television the Drug of the Nation' by the Disposable Heroes of Hiphoprisy if I remember rightly...

Yes, I was wondering that as well. (As for the 'best Sabs album' debate - 'Sabbath Bloody Sabbath' reigns supreme as their masterpiece, methinks. It's not the one I listen to most often - that's 'Born Again', believe it or not - but 'SBS' is a pinnacle of perfection.)
