Cover punnage is an art form, and "Hack to the Future" (from prog 1091) caught my eye yesterday as I was doing a bit of letterer indexing:

Not a tagline as such, but "um ... synthi sausage" sticks in the mind. (Pete Wells has a beautiful commission from Carlos of that cover with the sausage replaced by a Gregg's pasty - once he'd explained to him what a pasty was!)

Have been scrmabling to find more recent classics but it's clearly a tricky thing to get right.
I'm fond of Prog 2037's 'Unexpected item in the fragging area', although it would've been even funnier if it was attached to a Future Shock about a hapless loser getting cross in an AI supermarket.
I do enjoy when the cover line is just a song or film title; Skip Tracer on 2171 takes the prize by referencing Police Academy 6, of all films.

I suspect that's not the one he had in mind. The line was also used on a Ewins star scan which may be being confused with the cover.

Very much like Frances Bean Cobain, but, well, obviously that wasn't the reference. It must have been somebody famous though - during that Sampson run on Anderson she was always a celebrity photograph with blobs of yellow hair on top.
'Reagan and the Red Menace' was a good one; though I was a bit too young to get it at the time.
