Help identifying 80's kid's program (uk)

Sorry to be vague, i've been looking into buying Wind in the Willows when i remembered that there was another program that featured insect's??? a talking black beetle that may have had an almost human shape?

He may have hung/lived in a tree and was voiced (possibly) by an actor that was fairly well known

It's damn vague if anyone could help i'd be over the moon.

Rekaert - Yes, he demonstrates it with bullets, punches and sentencing.

He's Mega City 1's own Don Juan.
