that is brilliant. he seems much more ethically inclined than joe, though. and he has clearly made real bonds with other humans. isn't he more of a citi-def icon?

Good question - to which I don't know the answer.  A quick perusal of the internet reveals a few maps of varying quality and canonicity (I think one was ripped from a Mega-Special from the 1990s but then edited).  The region of Ukraine appears to generally be blank - which is good news as that means it escapes being a radiation desert.  One had it bordering East Meg 2 - though the exact locations of the East Megs also appears to be open to interpretation.
