Er, I think you'll find it was hyped as a cross between the anti-drugs films of the 50s-60s and the zombie b-movies of a similar era, and was promoted using the breathless "SHOCK, HORROR!" movie poster style of the time.

Er, and I may be wrong, but as far as I could tell, the story was a satire on the hysterical reaction to dope smoking (to wit, that it turns you into a monster), of the anti-drugs lobby during the 50s. And as the story seems to ridicule these people, while it might not be explicitly pro-dope, it's ridiculing the prohibition lobby far more than the hopheads.

And you can't argue that it *was* groovy, surely Milo?
