Citizens do have paper money as well as cards, both called Creds.
Lawgivers - Mk 1s or Mk 2s - only blow up on you if you try pulling the trigger.
Mega City motorways are called Megways.
Creds exist as cash, but of course they'll still be cred cards too.
Good question. Money doesn't seem to be too much of a problem in MC-1. Maybe citizens' unemployment beneifits are high, or prices are just really low. Most of the money seems to end up back in Justice Department/City coffers anyway, so maybe everything is heavily subsidized.

ISTR - that Justice Department sell their own foodstuffs. Its not a leap of imagination to suggest that they do sell ther own branded "everything", sell them cheap to the people on benefit, support etc.
However, I cant imagine what Justice Department Home Furnishings would look like :)

That would be one interpretation of the situation, yes.
Alternatively, you could consider the example of Singapore. (And it's scary how many discussions about 'Mega-City One in the real world' come back to Singapore in the end...)
Both are strong, authoritarian, densly-populated, ultra-modern urban police states; in both cities, most of the housing, transport systems etc are state-owned and operated.
So far so Marxist, but Singapore is still a thriving centre of bustling capitalism and corporate might.
I could talk about the imaginary economics of MC-1 all day (no, really, I could...) but I've got to be at my accountants in 90 minutes and I still haven't finished fictionalising my expense claims for the last 18 months.

in my game their will be a lot of free stuff...apart from perps and stuff its gonna be an ok place to live...coz... its my world and i can do what i want !
In terms of prices of things I would also expect that the mass fabrication goods (be it clothes or tv's) has got to a level where it is very cheap to make aso everyone can afford, on benefit or not, to afford the basic versions of most things. So the companies make the money (small profit times the many millions of citizens) and everyone gets cheap stuff.
I'd also guess that it is cheaper to provide people with a decent social security to keep them away from committing crime. That and the tranq-gas of course. If the mind is feeble due to the tv then just makes people more pliable.

- the largest roadways are the meg-ways, the second largest skedways; both have alrternate names such as xpressway and zoom-way

- credits are the coinage [and notes] and paycards are the hand credit facilities.

- because the welfare payments are quite reasonable and mopads are both cheap and subsidised

In a society where robots make and do most things, I assume that there are incredibly high taxes levied on companies to pay for the mass unemployment caused by them relying on free(ish) labour.
It may be that only robots can feed the demand for consumables for 400 million people, therefore mechanisation was a necessity rather than corporate greed [though of course that was the original purpose in bringing robots into the manufacturing industry]

Ah, it's not just me that leaves it all to the last minute then...
As for the motrways being full of private vehicles, I think most of these are mopads (mobile houses for those not housed in a city block).
of course the real problem is over population...
with all these machines you just need a few smart people...mind you inbreeding..
It's about time that MC-1 started expanding it's borders. The city hasn't progressed past 305 sectors for nearly twenty years!
Since the city wall seems to be partially demolished due to the events of the Necropolis and Inferno - and still not repaired - why not make use of the breaches and build some new sectors westward into the Cursed Earth?
