"Ich bin ein Berliner" is grammatically correct for what Kennedy was trying to say (I am like a Berliner). Only someone actually from Berlin could rightly say "Ich bin Berliner".

To add to the confusion, the doughnuts are only known as Berliners outside of Berlin. In Berlin they are known as Pfannkuchen.

Unless Kennedy was in fact made of pastry, filled with jam and covered in sugar.
