That's either Danger: Genius At Work or the utterly brilliant with John Ridgway art Candy & the Catchman.

The former was reprinted in Extreme Edition 21 so fingers crossed that it's Candy.

Amazon have updated the entry.  The book has 128 pages and the blurb says:
