Been thinking about Maybe.  Is it possible that JP isn't working alone, that it's his unsuspected mother (a closet PJ fan?) that's pulling the strings?  Doesn't say much for Beeny's powers of lie-detection, but hey, at least she doesn't ring up her pal Mayor  Maybe for a nice chat every day without noticing anything odd.
