Question about this week's Thrill Mail

Just wanted to ask if anyone knows whether the free Judge Dredd story in this weeks Thrill Mail, entitled 'The Good Man' has appeared anywhere before? I ask this because I did not recognize it and thought it may be something original?

Any help appreciated. Thanks.
