Slightly confused re. Dredd in prog 1569

Only re-tuned to the galaxies greatest comic in the last year ( I know I deserve the iso-cubes), missed The Gingerbread Man story in the Meg and haven't seen too much of MayorByron Ambrose so need a bit of help please.If the Mayor IS PJ Maybe and nobody knows,especially the judges, how come Maybe biographer Patma Rice knows so much about him and has even interviewed his childhood friends? I'm thinking someone else was framed for previous crimes maybe, but would like to know for sure before the story progresses. Thanks for the help Squaxx !
