IMHO, the BBC for all of its many faults and unacknowledged biases, is still the best broadcasting organisation in the English-speaking world.  Over here we pay an equivalent fee and have to put with endless adverts, and our national broadcaster is STILL (again, IMO) shit.  I don't pay it so I'm not really qualified to comment, but if state funding from a (unfair flat levy of a) Licence Fee is the price of the BBC, I still wouldn't knock it.  But then I get it for free.

The likes of Sky+ (and I would guess TIVO) makes adverts a thing of the past, just set it up to tape and then start watching it 10 minutes after it started and fast forward through the ad breaks...voila 10 mins of your life back in your hands.
