Forgive my ignorance, but what size are they going to be? Is 25mm still the standard size for this type of thing?

30mm.

There was talk of making a 30mm scale Manta Prowl Tank at one point, although nobodies mentioned that for a while.

Someone probably worked out how big it would need to be (approx 60cm long at least!)
