Some good ones to choose from, Prog 1293 the punk Dredd badge, 1291 Frazer Irvings Death cover, Kev Walkers 25 years creep cover for Prog 1280, Jocks covers for Prog 1318 and 1304, Trveror Hairsine's Wild Justice for Prog 1314 and Carlos Ezquerra for Prog 1301 and many other I could list, but my best cover:

Prog 1303, Suprisingly a cover by Mark Harrison but this cover made me want to pick up and read the VC's before any other story. Its got action, a classic charcater and for me was THE cover of 2002.

I'm going for the American Beauty one for the Megazine by Cliff Robinson.  I laughed when I saw it and still chuckle when i think of it, well drawn and flawless and hilarious picturing of Dredd.  His face... haw... great stuff.

Can't remember the issue no, but thats my choice.
