IS THIS SHOUTING?

Why is it that when people use chat rooms, text messaging, bulletin board systems or any form of typed text that if they use all caps IT LOOKS LIKE THEY'RE SHOUTING but in 2000AD, the speech bubbles are (nearly) always done in all caps and it doesn't LOOK LIKE THEY'RE SHOUTING?

Ah, the mysteries of context...how they help me avoid work.

Is it because everyone is talking over each other and no-one understands what anyone else is talking about, not unlike a shouting match itself?

I think it's because of the "hand-lettered" fonts used in comics.

Lower case type in comics shows whispering, and bold type shows shouting.

Caps just seem to be the norm.
Better set your phaser to stun.
