Scojo is still banned. I'm not convinced that this is Scojo. He hasn't changed his username. However, if anyone posts in such a manner to make me reasonably sure that they are Scojo, they will be added to the ban.

Ta! Well, I used the animation program that is part of the paintshop pro package, animated it, and reduced the file size of the gif down to about 2kb.
