There's much more story than Fury Road, but is recognisably set in the same world and ties into that film really well. Hoping it leads to a sixth film!

I'd be quite happy for Rico to take over and go back to using his original name of Dredd, but I think Wagner said in an interview that he wasn't interested in doing that.

That's a fair point, but it would be a bit of a cop-out. Everyone gets older in real life, and just saying that Dredd is a young man again because you can do anything you like in science fiction feels like ignoring reality, and fiction usually needs to have some grounding in reality to be believable. (Also why would that make him less grumpy? He would still be the same person with the same memories and experience.)

Given how multi-episode stories usually work, aren't these questions which we will find out the answers to in the next episodes? Would it really be easier to follow if we were told the answers before this character showed up?

It's never pretended to be anything but a kids' show for kids. (The spin-off Torchwood was marketed as Dr Who for adults, but it turned out to be less popular than Dr Who.) It's just that some writers are better at writing all-ages material than others.
