Super Heroes in Mega City One

Rogue Earthlet

There was once a Dredd story titled 'Fairly Hyper-man', about a guy with the powers of Super Man who came to Mega City 1 and used his super powers to arrest criminals. Obviously this didn't go down well with Justice Dept, as they don't like citizens arrests. I think most heroes of comicdom, should they visit the mega city, would also get into trouble when they used their special powers. For example, Super Man's x-ray vision would probably be an unlicensed, therefore illegal, emission of radiation, and Wonder Woman's invisible aircraft would be an air traffic hazard, so they'd definitely be headed for the Cubes! Anyone got any other ideas of how ell known heroes could upset Dredd and his judicial colleagues?

Ant-Man - interfering with insects.

Martian Manhunter - unlicensed manhunting.
Black Bolt - refusing to answer questions.
Wolverine - smoking.
Captain Britain - acting outside his jurisdiction.
Daredevil - illicit acrobatics.
Spawn - consorting with demonic agents.
Ghost Rider - ghost riding without a license.
The Flash - speeding.
Silver Surfer - sky boarding in a prohibited area.
The Sub Mariner - being wet.
Howard the Duck - crimes against biology.
Scarlet Witch - witchcraft.
Blade - persecuting vampires.
Dracula - persecuting Blade.
Swamp Thing - unnecessary stinking.
Robin - nuisance quipping.
Supergirl - lascivious hemline.
Deadpool - lip.

I'm surprised no one made an Aquaman joke.
Juggernaut- running a red light.
Beast/ werewolf by night- violating pet permits.
John Constantine- Illegal street games and smoking in non-smoking zones.
Ghost rider- violating fire safety protocols.
Batman- is more brooding than Dredd, and that's a class 5 crime!
Spiderman- littering the city with webs.
Swamp thing- Keeps trying to squat in the sewers.
Howard the duck- keeps leaving little ugly duckling droppings everywhere... and pesters people leaving bakeries.

Another thoughts occurred to me. Would the super powers of comic heroes be enough against some of the mega cities inhabitants? We know that shooting Superman is pointless, as bullets bounce off his super tough skin, but how would he get on in a head butting fight with Mean Machine Angel? I mean, a hail of gunfires one thing, but the Mean Machine on 4 is quite another!

Already mentioned that Wonder Woman would be in trouble as her invisible plane would be an air traffic hazard, and I don't think her truth lasso would go down well with Justice Dept, as it would compel a cit to incriminate themselves. And if she resisted arrest and Dredd tried to shoot her, the bullets would bounce off her wrist guards. So would Dredd try hi-ex, she if she can deflect that!
