Bolland's is a good cover, but the palsied mouth is a no-no.  I'm fussy about my Dredd, and that's why I choose Ron Smith, a great picture of Dredd, more modern than his usual style and a cover that isn't ashamed to say, hey, I'm a comic, what's your problem?  Even an ad for a giant picture of gimp friday doesn't spoil it for me.

Sheesh! That's a really rubbish group of covers!

So far I've been pretty much choosing from the covers I'd previously voted "10" for - sometimes that's only between 2 or 3, sometimes between many - but in this group my highest vote goes to:

Yes PVS, for some reason I really like that Clown one.  Don't think much of the story, but that cover really stands out.

To be honest when you said 'The Clown?!' I thought you were talking about Kelly.
