I guess they have to appeal to the female (and some of the male) demographic.
I'm just glad they didn't give him an eye patch and a sword.

Yeah cos even though it's a sereotype that most Doctor Who fans are gay, they must make up a sizable or a least vocal minority of the fanbase for the setreotype to have come about, and it is therefore a bit unfair denying them a bit of eye candy when the eyecandy forstraight males -and lesbians- (granted Billie is more than eyecandy due to a good script and an ability to act) is so promient. I've heard some people say that Christopher Ecleston is the eyecandy for gay and (hetro)girls, but I can't see it myself...(but what would I know-where's gavzilla or Will@thenexus when you need them?)  Anyway as long as the male characters have descent roles and aren't just eyecandy it shouldn't be a problem
