How do I submit fan art?

Looked around for an e-mail address or the like to submit art to.

Secondly I am after pictures of Dredds boots, currently I am penniless and I am not willing to steal the last few (and next few) progs.

I have a couple of graphics (The Complete America etc), but not many pictures of Judges boots (apart from the toes).

Any help or guidance greatly appreciatted.
