This isn't exactly in order of merit, more the order I think of them. However, the first three were the names that immediately jumped into my head when I saw the topic.
Flint is the quintessential modern 2000AD artist, I think: always doing something a little different but always telling a strong story with plenty of mental creatures slicing each other to bits.
Yeowell, Talbot and Dillon have been producing great, unshowy work for decades. The likes of Cam Kennedy and Ron Smith could just as easily have fitted into the category, but they weren't the ones that sprang to mind. The rest are simply artists whose work I've always enjoyed for different reasons.
It'll all change tomorrow after I've seen a few more suggestions.
Dermot Power I always admired. He did a lot of concept stuff for 'Batman Begins' so I hope they hire him for the movie.

Hard question, even limiting it to the 2000AD stable - going beyond into the wide world seems impossible. I feel terrible omitting guys I love who just haven't produced as much Tooth work that I've loved as those that made it into the Top Ten (e.g. Bagwell, Cook, Holden, Coleby, SMS, Fabry, Hairsine), or those who have produced masses of amazing material but just lost out for space reasons (Wilson, MacNeil, Ezquerra, SBD, Yeowell, Marshall, Ridegway, Bolland, Walker, Ewins etc etc etc):
