Because the original is so old now the story doesn't work anymore?
Instead of tattoos, a modern protagonist would be trying to decipher the photos and vids on his social media feeds to piece together the mystery, kind of like an unfunny version of The Hangover.  So basically just like The Hangover.

To make money; they can promote their version by saying it's originally "from the mind of Christopher Nolan". Memento was a film most of the mainstream audience never really saw when it was released 15 years ago in 2000 - several years before Nolan became a celeb director - so that's who it will be aimed at, not the zealots of the Nolan fan-club.
