According to the database on this site, the first simp story was in prog 527.

Is that the first strip where a simp was the feature, and not just a background detail?

Anybody know?

IIRC, that was the strip that introduced Simps. I'll have to check, but I'm reasonably sure.

Yes, that was definately the first use of the term. It concerned a guy coming out of the simping closet to his bride to be if I recall correctly.
