I get the feeling it's a little more open, a little more rowdy than Mega City One. Crazy in a different way. Maybe more freedoms, maybe more corruption. But that's just my idea of it.
You've seen teh Texas Ranger recently, and I'm sure Rennie probably covered some Texas stuff in his missionary man stories.

There was of course the War ofd Independance with mega City in the past, and they've ducked out of helping in any war MC1 gets into.
The first appearance of Texas City was most probably in Prog 160, with the first appearance of the Angel Gang. I bet somebody with more web-fu could put the cover straight on this thread, but I'll just put in a link to it.
Texas City has lots of tall buildings drawn by McMahon, with lots of novelty Western-themed architectural features, like giant horses heads, saddles with stirrups, sheriffs' badges, and the statue of Tex overlooking the entire city.
Smoking is legal in Texas City, and there are danger parks where a man (or woman) can risk life and limb proving how tough s/he is by fighting mutants or diving off a high board into a small barrel of water.
Texas City judges wear stetsons.
