As far as Dredd world characters go, i wouldn't be the least bit surprised for, say, max normal to suddenly reappear when you least expect it. It's one of Wagner's favourite tricks to do that sort of thing - eg Vienna.

When Damned Ranger was in the Meg, I thought he might have popped up as a leader of the mutant army or something along those lines.
I think it would be interesting to see what happend to Bob Booth though, for someone who caused so much devastation, and with a grudge against Justice Dept it seems a bit unlikely that he would have spent the rest of his life farming.

Agent Rat was a secret agent, but also a humanoid rat - who wore a pinstripe suit.
Abelard Snazz, the Two-Storey Brain, was a four-eyed genius and entrepreneur with no common sense and a put-upon droid sidekick.
Joe Black was an agent of P.E.S.T., which had something to do with mapping the galaxy (I think). He was also incredibly unlucky.
Maze Dumoir was a galactic femme fatale crook (or secret agent). It didn't matter which.
Ulysses Sweet was a nutter with a gun.
