Great questions recently. They give my geeky soul pause. I'm going to go with letting the revolting devils in. More trouble for Dredd=more gleeful hours reading Dredd for me.
Yeah definately, Mega City One is a mental place, throw in the muties and it's be uber-mental, which is a very good thing.
Things must change of course, but I have always enjoyed this element of the Dredd universe. One side normal and living in Megacity, one side mutated and expelled to the Cursed Earth, and both sides completely miserable.
For years this has been a disparity that needed to be corrected...hopefully it now will be.
I could see Justice Dept having a 'Mutieville' int the vein of the Jungle and Alientown, where mutants are segregated, have limited citizenship rights etc.

They need to embrace their inner-mutant...it's all so clear to me now (or it could be the apple I had for lunch...just and apple...see...that's what happens if you don't get the calories in...!!!)
