Title: Hive Mind! Who owns the Fitz?

As seen in "Beyond the Wall" and "Banzai Battalion," who is the old lady who owns that lovely garden?  My progs are at home and I'm drafting this week's blog and have forgotten that citizen's name.  Thanks!

First seen way back in the 1986 Summer Special, if I'm not mistaken, in that (shock!) very sentimental Dillon-drawn story about a rose for Rosie.
