Fairly certain it's a clip from tne BBC documentary series Comics Brittania which was on last year.
I think it was Comics Britannia on BBC Four about a year ago or something. Very cool little series, well worth finding if it's on the telly again any time soon.

Yeah its Comics Britannia. It was pretty interesting but that was about all they had to say on 2000ad and pretty soon they moved onto Viz in this episode.
Its interesting the way they move onto 'V' to try to illustrate a more mature darker edge in comics by discussing how it mirrored the way 80s society was full of grim anger and hate driven by tough social conditions. Doing so convenienty forgetting that they'd just pointed out that in Dredd 2000ad had done exactly the same thing. Same point just for a different readership.
