As Spaceghost says, that is sorta the point - Death is Dredd and his ethos taken to its logical extreme.

No, he's from a different dimension with many parallels to Dredd's universe including similar Justice system. Death, who was a Judge, and his cohorts came to the decision that all crime is committed by the living and so found the living guilty.

As the man said, "The crime isss life! The ssssentenccce isss DEATH!"

Well I think the writer came up with the idea of Judge Death as the 'anti-Dredd', and coming "from a different dimension with many parallels to Dredd's universe including similar Justice system" provided the rationale for Judge Death's existence. They aren't the same person though. One is Joe Dredd, the other is Sidney something-or-other. It was also an exercize in taking Judge Dredd's extreme, zero-tolerance style of policing to its ultimate conclusion.

in the original dredd movie tie-in "lawman of the future" there was a great strip featuring death were it turned the death origin on its head making death an actual alternate futre version of dredd hisself !

The point of Judge Death was that Brian Bolland draws some really cool stuff.

Could either be very interesting or very silly to see some other realities/parallel worlds to Dredds

I remember reading an old Dredd story a looong time ago where he was a medieval knight or something similar.  Can't remember how it was set-up or what the point of the story was. The last panel was of Dredd on a horse shouting: "I am the Lore!"
I seem to recall the story wasn't particularly good
