New joiners have limited access for a while so the mods can weed out the spambots and deranged trolls. Once you have made a few posts in other threads to establish that you're relatively normal*, you'll be fully activated which will allow you to add an avatar pic and reply in any forum.
*Note: definitions of 'normal may vary from reality to reality, and are subject to the whims of the Almighty Mods (and Tharg)
