Is there a device that can monitor the strength & consistency of WiFi signals? I ask because I might be given a laptop some time in the future but it will be only partly useful if I can't find a consistent signal....

If you're thinking of using a USB dongle for mobile internet access, whichever service provider you opt for will let you check coverage with something like this on their own website:
http://www.t-mobile.co.uk/shop/mobile-broadband/coverage-checker/
If the lap top is free are you not looking a gift horse in the mouth?
It's like asking where to get cheap petrol as someone is giving you a car.
Of course not!
I am simply wondering if there was a way of testing signal strength & consistency before I went wandering round the flat like an idiot, laptop in hand trying to find a sweet spot! Would save embarrassment and time ... You see the person has BT infinity package which means apparently that. They have WiFi access ...

Try http://www.broadband.bt.com/ppc/affiliates/lightbox.html#freeWifi
or http://maps.fon.com/
... but obviously your ability to access BT hotspots will only last as long as the laptop's owner keeps paying his monthly BT bill,
Doc.
At the moment Virgin Media has the new Super hub 2 for 60meg and above customers only. The hub is virtually omni directional. It has a great range and had great penertration through walls etc. Even BT were impressed with it.

Yes - if you have an Android smartphone.
Wifi Analyzer (https://play.google.com/store/apps/details?id=com.farproc.wifi.analyzer&hl=en)
(I expect there's an iOS version too if you're that way inclined).

It's a long-shot, but I'm guessing the answer is... 'no'. Life in the technological underclass.
And you would be right.
