I seem to recall it was done by a company called Ark, which I think Greg Staples had some involvement in - could be totally wrong on that one though.
Just read on his blog he was co-founder.

Top detective work, Steve. The idea that it might be repurposed art sounds plausible; that Dredd image could be Staples, but it would have to be from a period before he adopted the Planet Replicas designs as the basis for the uniform of his more realistically proportioned Dredd.
I think the poster dates from around 10 years ago, I seem to recall it was something like a subscribers bonus, or something in the shop.
Theres a megazine cover very similar to that which I assumed it waas from a quick glance, but not so sure now - around the time they gave away the free gift of a pack of cards?
