I'm trying to get a grant for a plotter; basically for printing on a large scale and thus making my mural and sign business much quicker and easy.
I only really need to print on paper, though, and all I can find within a reasonable cost range is a vinyl cutter. I really don't know much about them - can a vinyl cutter also print on paper?

I don't really know of this will be helpful, but my Mother has done her fair share of murals. She would usually use an overhead projector, draw the image on acetate, project it on the wall and then trace over it. I don't know if that's any help, I could very well be teaching yer granny to suck eggs

Cheers, KP. To be honest, though, yeah, I'm fairly well up on this - just last year our own johnnystress gave me an overhead projector to do just that.
