the way i see it the judges tok over to stop anarchy but as things seem to be more stable now.. and the population know democracy just dont work..
how about a council of citizens ( one from each sector, voted in or somet ) who advise and propose stuff to the judge council.. who can of course turn t down..a kind of halfway house...solution..thing
I think that there is a mayor, but I don't think that there's ever been any expansion on the role. I think it was in the Judge Cal saga that something nasty happened to the mayor of the time (can't remember what right now) but I don't know if there's ever been any more mention of the position.
Mind you, seeing how territorial citizens are,any form of government, even on an advisdory capacity would be bogged down in internal disputes, much like current governments are today. Perhaps that's one reason why Judges were actually voted into power after the nuclear war, they get things done.

the mayor was DAVE at one point. an urang otang. who was murdered by his manager.
there has been reference to consultive commitees at various points. they seem to have little actaul impact on policy, but as with all city states it makes the moral and vocal minority feel like they actaully matter.
citi def units are much the same. likely its easier to know where the loons who like guns are then to have to find and watch them. huge saving on resources for the judges.

There are councillors as see for example in the corruption Dredd exposed to the media. We just haven't seen much of the story told. There was an assasination attempt on a politician that just told lied oike mad and admitted it (something about a sex scandal whilst they were having there conference and lauded the fact).
Not been followed up but can always be looked into later on.
And don't forget things like the Block Committees and the Block courts that the Block Judges have to attend.
Got to remember that the active judges are really small compared to the scale of the administration of the city councils (problems with maintainence, accounts, tax etc have been in stories before) that runs all the city services. Although all areas of the city are ultimately controlled by the Judges it's the council that has to get everyone through the day to day things.
