I think Dudley's challenge has been answered in the negative - Rogue has defeated all comers
 The only other characters on Nu-Earth are leftovers of one kind or another from the war. They don't have the sense of belonging that the MC1 supporting cast have. So, to give Rogue a good backround,  Nu-Earth needs some people who have a reason to be there apart from the war.
 - colonists? research? misguided tourists?
 Rogue himself needs a reason. Is it his love of peace?

Rogue gets out of the war, retires to some relatively peaceful part of Nu-Earth, helping some sort of ex-soldier community. He's sick of the running around and helping with the war bit, it's been going on for ages and has gotten him nowhere.
The bio-chips chat away as usual. Things slowly start to go wrong there, despite the fact that the setting is idyllic (without being dull. How we do this I don't know? Maybe the odd dinosaur to fight off?)
 Eventually we realise things are going wrong because Rogue is not made for peace, so he leaves

another good reason for subscribing is that if you get a move on you MIGHT get a cool Rogue Trooper like the one I'm wearing right now, which makes me look that much more stylish and desirable
