According to one of those interviews in the Meg, that is precisely the sort of uniform Wagner had in mind when he first came up with Dredd: something plain, austere, sinister and all in black. When Ezquerra came back with the design we are all now familiar with Wagner exploded: "Fucking hell! He looks like a fucking Spanish pirate! I'm not bloody writing him, he looks fucking stupid!"
So now with Origins he has taken the opportunity to show us what he originally visualised for Dredd. I prefer Ezquerra's version, but I like seeing the contrast between the two styles, and Ezquerra's effort at making the uniform design evolve as the story goes along.

I thought Fargo's attempted suicide and the cover-up were relatively earth-shattering, rather than "tweaking." It certainly qualifies as something new anyway.
How much "new" stuff did people expect from this story anyway? By its very nature it was always going to have to cover a lot of old ground, but everyone still looked forward to it eagerly for months regardless. It doesn't seem like a completely fair criticism to me. If you don't like it, well at least it's nearly finished (but I would let it finish before you judge it - and as someone else has already pointed out, it probably will affect Dredd's future in some way).
As for not having as much action as other epics: The Pit was a slow burner too, but was still a great story. And I'm not sure how half a dozen more episodes just showing nuclear missiles flying between countries would be very interesting to read.
