The stone angels moving every time you looked away was spooky, but more "atmospheric" rather than "scream and run away" - only the one scene, where the geeky brother was left behind staring at the angel while Sally tried to get out of the house, was genuinely scary to me.

I just back last night after been away for weekend, i watch VHS recording of Doctor Who Episode Blink last saturday...

and notice there no talks about it here, as at end of Episode it so scared me panties off!!! very brilliant episode!
