This is true - the reason it's referred to as the tilde key is that on the US keyboard, the tilde is found in that position.  As we're in the UK, our tilde is all the way across by the Enter key. 
The correct button to bring up the console is whichever button is left of the 1 key, below the Esc key, and above the Tab key.

Well, it depends how you want to play the game.  They'll still be registered as freed - just imagine that other vampires have recruited new cattle if you go back there again in the future after the cells have reset.

Did you ever manage to install the official Morrowind patch and the unofficial Morrowind Code Patch?  I'm still pretty confident that these would make life easier for you.

Are you sure you were using the right key for those particular slaves?  I don't remember this very well  (I played a heavily modded slave questline which expanded the twin lamps and all the game mechanics to do with slavery).   I checked the UESP though, and each bunch of slaves seems to have their own unique key...

To get the Skeleton key legitimately, you need to follow the Thieves Guild questline.  Rather than cheating and getting the Skeleton key, why not use the dev console to add your lost slave key for the slaves you're trying to free? 

Open the console and type:
player->AddItem "skeleton_key" 1
then press enter, and 1 skeleton key will be added to your inventory.
If you like, replace the word "skeleton_key" with correct key from the above link.

I think I'm getting confused...which quest(s) are you talking about?  Are you unable to get the loot in the ship's tomb (Stormkiss)?  Or do you mean the slave bracers  - in which case, what's the name of the slave?

Have you tried the cheat code "unlock"?  Open the dev console, then click on the container (chest, slave bracers, etc.) you want to unlock, and type "unlock" (without the quotes).  That should unlock the container...but not sure what would happen in the case of slave bracers.

You could always do the usual exploit - mark and recall - mark by a vendor with plenty of cash, travel to the tomb, then recall straight back to the vendor.

You had the key for that cave, but then lost it?  That's easily done - which is why in later Elder Scrolls games important items are marked as "quest items" that can't ever be dropped or sold until the associated quest is complete (although that can annoying in its own right, cluttering the inventory).  If you really can't find the key, you'll have to leave the slaves to their current fate, or cheat by using the dev console to add the key to your inventory.  Hopefully you didn't leave the key in an unsafe container which deletes all items at cell reset, and you'll stumble across it again at some point.

Actually, I think Doctor Alt 8 was just referring to the Steam page pictures of Morrowind?   If so, that won't be mods, but the default game.   Maybe your video settings are lower than they need to be (possibly the game isn't recognising your graphics card so is setting them too low?)  - try adjusting your settings - up the view distance and texture quality, etc.

But yeah, even then, the default game now looks pretty pants without mods to bring it up to spec.  And that's not even taking SkyWind into consideration, which cleverly imports Morrowind into the Skyrim engine, making it look even prettier.  It does of course require you to have both Skyrim and Morrowind, and as it uses the Skyrim engine a lot of stuff is simplified (Skyrim is a lot less complex than Morrowind) but it looks great!

I've not tried myself - I have a 360 controller but prefer to use keyboard and mouse - Morrowind has extensive menus/inventory, and a mouse (or laptop touchpad) would be much quicker to navigate these compared with having to use the controller joystick.

The wired 360 controller should just be plug and play, but to use wireless you'll need some 3rd party software such as xpadder.

Yep, that's the "magic failed" sound, which also applies when you're out of charge.

Do you have plenty of souls left in your soul gems (or in Azura's star)?

It might be that the item you're trying to recharge it too high a level for the type of soul you're trying to recharge it with.

Try activating a grand or greater soul gem (or Azura's star filled with greater or grand) from your inventory menu, then select recharge when it comes up with the usual enchant/charge option.

I *really* liked Siku's "Judge Chin"...sure, it was perhaps startlingly different, but brilliantly so.  His painted work was great, but I still rank his his most recent work on Dredd, "Meatmonger" (back in 2003) among some of my favourite Dredd art.

I thought the whole point of Ordinary is that his ordinariness (is that a real word?!) IS his power.   Everyone has a different power, and his is that he maintains his original state of being - which I'm sure will come in handy what with all the craziness going on.

I really didn't enjoy the Dredd movie sequel - it just didn't do anything for me - I couldn't get over the chin, which seemed more exaggerated than in the main strip, and could be quite offputting to those new to the comic version - and the ending was a bit of a damp squib. 

Insurrection was the absolute highlight of the meg for me, followed by the Will Simpson interview - I've always wondered what had happened to Will as he drew many of my favourite comics back in the day.  The lobster floppy (oo-err missus) was the icing on the cake - can't go wrong with Carl Critchlow on art, even if the story doesn't always live up to the art.
