I think all this civil war speculation sounds very unlikely. It didn't happen over McGruder and the robot judges, and this is no different. As far as Francisco is concerned, I think it's already apparent that Sinfield is the real power behind the throne and the real "villain" of the story. This makes him quite interesting, as he is someone who Dredd can't defeat just by shooting him. Like Edgar, Dredd will have to find a smarter way to deal with him (and now I've just remembered that Dredd never really got the better of Edgar anyway, it was Niles who got her fired from PSU, and she died before Dredd could arrest her for murder). And with Dredd out of the city, he can't really do anything about Sinfield anyway. Consequently I think this will be one of the most unpredictable stories yet.
