I think it depends largely on budget (which the Dave specials clearly lacked) and writing talent. If it's Naylor alone, the series is doomed—he's fine with plot, but not great with the funnies. Since Grant certainly won't return, Naylor needs another writing partner (or partners) to inject extra laughs into his sci-fi

I believe it's Thor considering they said it's a film about a superhero with a strange name and Captain America is still doing re-shoots. Dredd wouldn't even be out of an edit-suite yet.
