There was a mayor, Dave the Oranutang.  Don't know who the current mayor is, or if there are various mayors for each block or sector.

There are definitely local councils. And each block has a "Block Judge" (we've seen Dredd standing in for one for a day fairly recently (last year or two!) who deals with all the civil court cases and would be 1st port of call with any criminal issues.

There are Citi-Def units, but they're more like T.A. then block security.
They must have security though, probably akin to security guards you find in some department stores today - probably only allowed to detain suspects until a Judge can assess the case.

Juliet November (seen in a few progs/Megs) is a telekenetic firestarter, she works part time for Justice Dept, so I guess that means that there are all sorts of Psis out there who don't.

Anyway - even if Si abused his position of Script Droid to create previously unknown routes through MC-1, it wouldn't affect 'current map' rules...as "current" is taken as Published-Prog-Time - his ammendments would have to go through TMO's planning application approval, and then the development period of the art-droid in question, before the final implementation by Rebellion Publishing... that's not going to help him out in this game!

Case in point:

I've just bought & read Durham Red: The Scarlet Cantos (which is US-sized stumpy).

Now I'm going to get book 2... but there are two versions:
