It's romantic view, the notion of 'judge-hunters' really doesn't add enough to the universe to compensate for how much was taken away, and Art direction and set-design are herbs and spices, but if the meat is rotten then the meal wont be good.
I suppose you could view it as a last hurrah of a particular brand of bombast and excess, or you might just as easily conclude that Judge Dredd'95 had it's part to play in ensuring nobody was going to make films that way for a long time afterwards. It's an interesting curio: and much easier to forgive, now we know it's not 'the last word', but Demolition Man is, to my mind, just ten times better as a stand alone film.

There are some people with really tough situations, experiences and crap to deal with in life, who I see doing really good things for others while hanging on to the idea that all the crap they're wading through now will be plus points for them when 'the game gets to the second level', and I while they improve life for others -have no compuction to disabuse them of that idea.
In a way, it would be nice if they're right. It would be certainly more 'fair' than the universe as I percieve it: but just because it's a nice idea doesn't make it truth, I cant believe it myself, but as it means nothing to me--- I usually avoid this line of conversation in order not to alienate people who I'm glad are around.

I guess what I'm saying is: a homophobe aligned-to-a-bronze-age-deity- who runs a soup kitchen, runs a soup kitchen.
A more enlightened and educated scientically-minded and tolerant person who doesn't run a soup-kitchen, doesn't run a soup kitchen.
And the people who attend are there for the soup.

It's going to do much better than expected, and as far as subsequent domestic formats are concerned, it shall reap; it's a film that, needs to be in: action film aficionados collections, sci-fi aficionados collections and comic-book-movie aficionados collections; so there's three strains of completists to exploit. In each of these genres, it is a classic and a milestone.
The film screams out for a sequel: not because it ends with a cliff-hanger, but because it whets the appetite: a one-eyed budgie with a squint could see that there's more to this character... and after box-office-opening weekend reciepts are counted, that interest will only grow. Highlander didn't do that great in the cinema and spawned two more films and a tv series: Mad Max three was out at the same time and did very well on tickets but that was the end of that.
Honestly I have no doubt Dredd will continue in one form or another, my only fretting at the moment is what form it will take. The budget-halving, that happened with every instalment of Planet of The Apes series of films, being my ultimate nightmare scenario.

Honestly: I've seen it 3 times in 3 different settings and I imagine that much of the 3d related-irritation, that people report, has a lot to do with the type of 3d and the cinema they're in: it was best quality in Soho with the heavier-battery-operated glasses, it was still pretty good in another cinema in Real 3d, and a murky headache-causing mess(that really did 'get in the way') in the same cinema at a different screen... I strongly suspect people aren't calibrating their equipment properly and that because most people (more sane people) dont bother watching a 3d film 3 times in 3 different places close together,- they dont realise what's really going on and so the blame keeps landing, not where it should, on the cinema, but on 3d itself.
