I too sat out the Morrison/Millar/Steelgrave years, so can't comment on the reported horrors therein.
A couple of anti-faves that do stick in my mind though:
The Face of Justice, by Ronny Morrison and Steve Sampson. Dredd takes his helmet off and allows a dying blind artist girl (no, really....) to feel his face. Set anti-schmaltz shields to maximum!
The one where Jack the Ripper gets magically time-teleported to the Big Meg, and Dredd shoots him. Hmmm, plot ideas circuits definitely running on power-save setting that week.
The one where a squadron of WW2 German Messerschmidts get magically time-teleported to the Big Meg, and Dredd shoots them down. See above. Good art on this one, though.
